I before E, except after c.

My spellings are fairly good but when it comes to words like deceive, receipt, conceive, believe, fierce; I become confused whether its ie or ei in the words.
Watching an episode of Mind Your Language, the following phrase caught my attention.
I before E, except after C. This is the rule for spelling words which have ee sound in them such as deceive, receipt, conceive, believe, fierce.
The rule is very simple. Its always ie (believe, fierce, collie, die, friend) in those words, but if there is a c in the word, its ei (deceive, ceiling, receipt).

Educator needs education

There is a private college for girls in Jhelum opposite to the state-run college. The college has been there for the last 15 years. There are many other private college in the vicinity as well. This college has been doing bad business. The management has recently invested in advertising to increase admissions. 

The college employees are seen changing the positions of large billboards outside the college throughout the day to make them look prominent. I took a picture of one of the billboard and found a blunder in it. The college administration is ‘afflicated ‘ with the Sargodha University instead of being affiliated.
